Within the family: Kintex, Virtex, Artix, and within the family sub-type and package type (with or without transceivers and packaging style type) pinouts are "up/down" compatible. There are various physical engineering considerations which make this impossible beyond these restrictions.
Always refer to the packaging details to verify the "up/down" sizing without layout changes capability of any chposen part/package combination.
