You may want to review this answer record:
http://www.xilinx.com/support/answers/23669.htm (ISE WebInstall - "The following error was encountered during installation: 11: Archive could not be located" when using WebInstall)

I'm having this same problem too. When I install xilinx I continue to get the "11: Archive can not be located error". I saw the reposes and I have followed the suggestions to no avail. I chose to "connect directly to internet", when the connection option appeared and I also attempted to download the files separately but I still get the error.
Actually the error only happens when I am attempting to install XSG. All of the other downloads complete successfully, ise foundation, chipscope, planning ahead, impact. BUT when ever I attempt to install XSG I get that error.
Does anyone have a clue why this error occurs? I dont understand it, any help will be grateful.

Does this occur with:
-the dsptools_SFD.tar file from the Entitlement Center (https://secure.xilinx.com/webreg/register.do?group
[I just tried this again and was able to successfully download this without the Akami download manager. The installer initially runs though I didn't actually reinstall it]
-DSP_Tools_10_1_03_win32.exe from the Software Update area (http://www.xilinx.com/support/download/index.htm)
Does this error occur when you first run this or after you've selected the options and are actually in the installation process?
Are you running this from a location without a space (e.g. C:\downloads) instead the desktop? I don't know of any issues here with a space in the path, but avoid this (for installation source, installation destination, and project locations) because of historical issues.

I intially downloaded the setup files from the entitlement center onto my hard drive then I started the installation process from there. During the installation process, I am prompted to choose an internet connection (there are 3 choices.)
1. Directly connect to the internet
2. Use internet proxy
3. Enter Proxy address (or something similar).
I usually choose the first option which is to directly connect to the internet. When it asks what directory I would like to install to I use the recommended directory which is;
c:\xilinx10.1 (or something similar). I dont believe that there are any spaces in the location.
As I stated before all of the programs are installed except the dsptools (System Generator). Even when I attempt to install it seperately I continue to get the 11: Archive error.
I did attempt to run the installer manager but I cancelled it becuase it was taking a long time.
Do you have any suggestions??

Don't download the default "WebInstall Client" which is a small download and fetches the needed files during installation.
Instead, select the individual file download.
It will be a larger initial download, but then all of the files will be resident locally for the installation.

Thanks that worked. I was able to successfully install the XSG. Thanks a lot.
I have another issue now. When I attempt to select a MATLAB version for the XSG I get the following error.
Failed to rename 'C:\ProgramFiles\MATLAB\R2008a/toolbox/local/class
Can you help me solve this issue?

I haven't seen that error before. I would:
-make sure that file exists
-make sure you have permissions to modify it
I don't know if it has to run as Administrator, but if you're running as another acccount, this is also something to try.
It also looks suspicious that ProgramFiles doesn't have a space in it.

I was able solve the error. I used both of your sggestions and I am up and running
1: I uninstalled MATLAB from the Programs File directory (there was a space in there, sorry), and I reinstalled it into the C: drive.
2: I run MATLAB as an administrator (because I am using vista).
By using these two suggestions I have been able to successfully install XSG.
Thank you for your help
