USB Cable + Vista = Problem

Spartan 3A board, running ISE 10.1
When I power up the USB cable on my Vista system, I get the 'Found New Hardware' dialog, and select 'Locate and install driver software (recommended)'. This results in a dialog saying 'Unidentified Device' with the text 'Device driver software installed successfully'.
However, running iMPACT results in ' WARNING:iMPACT:923 - Can not find cable, check cable setup !' so the device driver isn't working at all.
I have tried several variations on this and the results are still the same. I tried to install the USB cable on a XP Pro system and it worked perfectly on the very first try.
I am forced to work on a Vista system. What should I try? Are others having better luck with the USB programming cable and Vista???

Yes I have the same problem. The programming cable driver is installed and in the device manager I can see I have a Xilinx USB programming cable. However when I try to connect I get IMPACT:923 Error. I tried reinstalling device driver but did not help. I have to work with Vista too.
