Design Entry

I'm a newbee.

I've spent the last 2 hours in help and on line and can't seem to find the answer.

I am using a 4 bit up/down counter and want to always force it to be a down counter.

I need to have the up/down select input to always be lo or vdd --- but can'tt figure out how to accomplish that.

Any insight would help.
