Platform Flash Parallel mode Problem

I’m using a Spartan-6 (XC6SLX45T) and a Platform Flash (XCF16P). The Spartan is configured for Master Parallel Mode and I use impact to create the files for the flash. I selected the parallel mode option and programmed the flash chip. When powering up the card only D0 has any data on it, D1 through D7 go HI. If I understand right, the impact program uses the .CFI and the .MSC files to program the Platform Flash to tell it to be parallel 8 bit mode. Both files have the same name and are both in the same directory.
By the way, I configure the Spartan as Master Serial Mode and the card works fine but fails PCIe enumeration on some computers. That why I need the parallel mode.
Can anyone help and tell what step(s) I have overlooked?

I haven't heard of this before if you're selecting the parallel mode option in impact when programming the Flash (sounds like the Flash is set up for serial mode). What options were selected in PROMGen?
