FFT 7.1 BLK_EXP

Is the BLK_EXP output signed? The examples shows that if BLK_EXP is 5 (00101) then to shift the Xk outputs to the right. Can it be negative and mean to shift left? Thanks.

The blk_xep output is unsigned.
