Are you sure you have downloaded the Java SDK instead of the Java JRE?

Hi I have the same problem. I use EDK 12.4 , SP605 EVM board
My computer use Win 7 64-bit OS. I use XPS create a PLB V46 project, then launch to SDK,
use stand alone for board, create hello and prepherial test, then debug it, ever thing is fine.
After I finished every test, then I quit the project from SDK.
I try open this project again, the problem happen as mentioned as first floor.

Windows-7 is not yet a fully supported OS by the tools at this time. This is stated in table 2-1 of the installation guide on page 16 - http://www.xilinx.com/support/documentation/sw_man
Full support is currently planned for ISE design suite 13. So, for windows-7 users the extent of this issue has not been debugged for 12.x release since it is not supported. If you are using a supported OS version and still seeing the issue, please feel free to provide additional feedback on your ISE installation. Or, if some other user has resolved this on their own, feel free to provide your custom solution

A suggestion for you to try out.
1. Go to directory lib/nt64
2. Rename libPortability.dll to libPortabilitySH.dll
3. Rename libPortabilityNOSH.dll to libPortability.dll
4. Start SDK
The exact location of the dll depends on whether you installed SDK standalone or the full EDK. For Standalone SDK it will be in the SDK/lib/nt64 directory, for the full EDK, it will be in ISE/lib/nt64 directory.

I am also using SDK under Windows 7, and encounter the aforementioned error when accessing the Help utility.
I tried renaming the .dll files, but this did not fix the problem.

I found a very unorthodox way to sucessful lauch SDK (ver 12.2)
Go to your installation folder and search for xsdk.exe. In my case, it was found at
ISE\EDK\bin\nt\xsdk.exe
I'm not quite certain if it has to do with the fact that such executable file is for 32-bit operating systems. I'm running Windows 7 in my box and never got the other one to work (not even after installing the lastest Java DK.
