AN OLD PROBLEM, SEEK SOLUTION

Couple months ago, I had a problem about JTAG. When I used CHIPSCOPE to download a bit file, the software could search my chip, but core. And at that time, I changed my power supporter before it can download bit file.

But this time, I meet the same problem, and although I do what I did last time, the problem still exist. Some days ago, I opened my power supporter component and made an experiment, then I assembled it back, so that this problem comes out. I have measured the voltage on all of power-support pins of my chip. They looks no-problem. And now, I can't find way to resolve this difficulty. What the reason of this problem could be? What would I do to resolve it? Any master can help me? I would be very thankful.
