Chipscope setup fails "No Xilinx Product found"

Hi
I have ISE 11.5 installed. I downloaded ChipScope 11.5 (xilinx_11.5_cs.zip). When I run setup, I get an Error popup:
An error occurred when running the XilinxUpdate program.
No Xilinx Product installed on this machine.
When I check the license manager, it shows a floating license for ChipScope.
OS is XP 32-bit.
Based on another post's thread, I tried deleting the .cache folders from the .xinstall folders in my Xilinx folder. Didn't help, though a .cache folder reappeared in Xilinx\11.1\.xinstall.
Do I need to start with 11.1 version first? That's what I'm going to try next.

Update: yup, that was the problem. I got bad info from a colleague who was dead-sure he installed a later version of chipscope without installing 11.1. He must be remembering wrong.
