What IP updates for ISE 13.1 are you looking for? Have a look at this Xilinx XTP025 IP Release Notes Guide (http://www.xilinx.com/support/documentation/ip_documentation/xtp025.pdf) and see if the required information that you need is covered here.

Thanks for your reply, and simply saying I want to knwo may I use Spartan-6 FPGA Integrated Block for PCI Express v2.3 or in the ISE13.1 rather than the initial release V2.2. and how to update?

Hmmm, I’m not sure about Spartan-6 FPGA Integrated Block for PCI Express v2.3 available in ISE 13.1 (and I don’t think there are any IP updates available for ISE 13.1. Where did you see that there is an IP update available for ISE 13.1?)

From the following link/datasheet you can see that Spartan-6 FPGA Integrated Endpoint Block v2.3 comes in ISE 13.2, but not in ISE 13.1:

As such, I would recommend you just to upgrade to ISE 13.2 and you will get what you need then.
