I have 8.1 xilinx cd. will 13 ise version work with this?

If you're asking whether the license will work for ISE 13, the answer is no. Starting with
ISE 11, Xilinx moved from a registration ID code to a License Manager licensing scheme.
For 11 and newer versions you need to have a license file. If you only need the WebPack
edition you can license it for free, but you still need a license. You can also get a 30-day
time-limited license for the full ISE for free. When you buy a paid version of ISE, you
will receive a license that includes 1 year of updates. After the one year has expired,
you can continue to use the license but you cannot upgrade to versions that are
released after the 1 year is up unless you renew it.

If you need help to figure out what version of ISE you need, the software matrix should help.
In my opinion it is way too hard to find that document on this website. It took me at least
10 minutes of searching and I found it only via another forum post. If anyone from Xilinx
listens, they should have a link to the software matrix on every page that relates to design
software.
