FSBL issue in 2019.1?

After upgrading a design from Vivado 2018.3 to 2019.1, booting from flash fails. I use a ZCU102 revision 1.0. Writing the flash memory works. After a power cycle, INIT B LED stays red and PS_ERR_OUT LED turns on (red) when starting from qspi flash.

I tried to regenerate the pmufw and fsbl.

Workaround: I use SDK 2018.3 to generate fsbl and boot file.
