Im guessing that you have a USB to bit bannger on the board then.
in which case , its possible to write your own code to program the FPGA,
but its not a bit file you need,
The basics is to record the commands that would be used to program the fpga, and paly them back.
Its possible, but needs a lot of low level de bugging by you ,
