S25FL127 SPI will program XC7A200TFFG1156 properly with 1x and 2x, however, the spi will not program the FPGA in quad mode

The device will now program with any speed CCLK within the parameters of SPI, however, the board will still not program using quad SPI. When probed, the data seems to successfully be transmitting over all the data lines but the FPGA does not seem to successfully program in quad spi programming, it will program in 1x and 2x. Have you ever seen this issue? I have attempted to program with and without 4.7 ohm pull up resistors on the WP and HOLD lines.

I believe similar issue discussed in https://forums.xilinx.com/t5/Configuration/Problem-configuring-Kintex7-from-QSPI-x4/td-p/554541

The S25FL512s has a bit in a configuration register that needs to be set in order to enable x4 SPI. The configuration register can be read using and RDCR command (0x35 from memory). Setting Bit 1 of Configuration Register (CR1) puts S25FL512 into Quad I/O operation
