ZynqMP how to boot up with PS running, then focus on PL ILA?

I have ILAs taking clock from PS, also signal held by PS/reset.

 

Currently I have JTAG boot mode and SDK to start PS. Just wondering if there is a method to let Zynq run from boot up, then I can user PL/JTAG to program and work with PL only.

If you're "taking [a] clock from PS", then your PS needs to be configured to provide said clock.  If you don't want to run the TCL init script in SDK, change the boot mode to a simple device (QSPI or SD) and program that device with an FSBL--and maybe a "Hello World", to give it something to do.  After a POR, the boot loader will load and run the FSBL, which will configure the PS.  Afterwards, you should be able to use HW Manager to program the PL.

 

Alternately, you can use XSDB to run the TCL init scripts.
