Error HSI 55-2023 when System_ILA is used in BD.

I have this weird phenomenon in Vivado 2020.1 if I use a System_ILA core in my bd it prevents the xsa from successfully being created. I noticed this back in Vivado 2018.3 as well when attempting to create an fsbl with our scripting. If I use a regular ILA it works fine. If I remove the System ILA I can successfully write out the .xsa as well.

Not sure if it applies but I found this answer record which suggests creating an RTL wrapper on BD which could help for such error.
