I just installed ISE 14.6 on Windows 7 x64 Professional, and I'm having the same problem:
1. I click Run for Configure Target Device in Project Manager
2. it says no iMPACT project is found, so I click OK to open iMPACT
3. in iMPACT I click Open Project, then choose one of the projects I created previously.
4. As soon as I click OK to load the project in the dialog box, iMPACT crashes with message "_impact4.exe stopped working.
I followed nachum's instructions (renaming dlls), however the problem persists.

Solved the problem for 10.1 on Windows 7 by editing the windows path variable
then starting ISE 32 bit version from start menu.
I also started windows service WebClient.
Not sure that you have to do that.
I had to switch it on to run the simulator from windows command line.

I am using Xillinx 14.7 ISE Design Suite.
The first step worked fine for me.
Now i am able to use the option "add source".

Just wanted to let the thread know that in Windows 10 x64 (latest updates as of November 21st, 2015) the libCompatibility.dll fix worked on all versions 14.2 and above.
Thanks so much! This had me tearing my hair out for days. Nice to search for a problem and immediately find the correct solution!
PS No edit post feature in this forum?!?! Crazy. Had to delete and re-post to fix a single letter mistake.
