No IP matching VLNV 'NetFPGA:NetFPGA:input_arbiter:*' is accessible for the current part 'xc7vx690tffg1761-3'

I am using the NetFPGA Sume development board to understand its technicalities and work flow with P4. I am using this tutorial to program the switch calculator in the board. I am stuck in step 9, where I need to run the simulation with the GUI. I get the following error when I run the command:


 ./tools/scripts/ sim --major switch --minor default --gui


The error is as follows:

ERROR: [Coretcl 2-1132] No IP matching VLNV 'NetFPGA:NetFPGA:input_arbiter:*' is accessible for the current part 'xc7vx690tffg1761-3'.


Before this error appeared, I copied the input arbiter folder from the P4 repo to /tools/Xilinx/Vivado/2020.2/data/ip/xilinx/ and made the changes to vv_index.xml file as follows:
