HDMI-In VGA-Out Hardware Design

I have been looking at a technical reference design by Digilent for the Zybo baord. They have most of the creation of the platform automated. It seems as though they use the PS to do buffering and switching of incoming frames. All of this is controller in software.

 

Simply put, I was wondering what IPs one would need to do a barebones HDMI-in to VGA-out hardware design. Is it possible to avoid using the PS and software and simply stream it through the fabric? I am working the catalog available with the 2018.2 version of the tool.

I don;t know if its relevant,

 

but HDMI to VGA is a USD 2 chip, 

 

You can purchase complete adaptors from the normal on line shops for USD 10 or less.
