Why is the hierarchical design flow not targeted to Ultrascle/Ultrascale+ devices as stated in UG905?

There are some additional considerations that have to be taken into account for Ultrascale and Ultrascale+ devices as mentioned on page 101 of https://www.xilinx.com/support/documentation/sw_manuals/xilinx2018_2/ug909-vivado-partial-reconfiguration.pdf

Could we say that PR is a Hierarchical Design Flow+?

I mean one could use HD flow in Ultrascale/Ultrascale+ devices. If one adds HD.RECONFIGURABLE property you get PR...

I think "Appx A Hierarchical Design Flows" in UG909(v2018.2) could be the answer for you .[Page 143]

The Partial Reconfiguration flow is an ideal hierarchal design tool. The ability to implement the static portion of the design, meet timing, and then reuse those results meets the needs of other hierarchical design (HD) flows.
A gating factor for using Partial Reconfiguration to solve other HD use cases was the fee associated with the PR license.
The license for the PR feature is included with the purchase of Vivado Design Edition and System Edition, enabling a wider adoption of the PR tool suite for both traditional PR use cases, as well as a Platform Reuse HD flow.
