Partial reconfiguration EXCEPTION_ACCESS_VIOLATION during writing of static routed design

I am updating my partial reconfiguration design from 2017.2 to 2019.2. I have run into a particularly tricky problem where I get a EXCEPTION_ACCESS_VIOLATION and my terminal crashes. This happens after I have locked the routing and as I am trying to write out the static routed dcp file.

I have noticed that this seems to work (most of the time) if I run start_gui, however, I have seen this fail also.

Anyone have any experience with this?

This would appear to be related to a newly reported issue below. Is the OS in this case windows? Does the below patch help?
