Each standard configuration already includes iMPACT as a part of the standard installation.
-WebPACK (free) - limited device support. Supports synthesis & implementation
-Editions (Logic/Embedded/DSP/System)- full device support. Supports synthesis & implementation
-Programming Tools (free) - full device support for programming only. Basically only iMPACT and the device files. No synthesis and implementation. This can be very useful for places like a lab where you just need to download an existing bitstream to a large device. For example, WebPACK does not support the 5VLX110T - it doesn't have the device files and won't recognize the device when you scan the device chain in iMPACT.
The standalone EDK, SDK, and Chipscope configurations used to augment iMPACT for the smaller devices does not include iMPACT:
BTW, probably a better question for the Design Tools - Others or Design Tools - Installation board... Just an FYI for the future.

Scroll down the page until you find "Lab Tools". Download Labtools and install (this includes impact, device drivers etc.,)

OK, this link seems to be broken now.
Is it REALLY necessary to download the entire Lab Tools just to get iMPACT?
This is a real pain for our customers to need to do such a large download simply to program the FPGA with a bitfile we send to them. This should really be available as a stand alone application.
Searching the Xilinx web page for "impact download" doesn't even seem to mention impact, so finding out that it is even included in lab tools took some digging.

Here is the link to download the lab tools.
This is standalone lab tools which has impact and device drivers required for to configure the fpga through impact.

Unfortunately, like many others the download manager does not work for me (and hasn't really worked reliably for years).
I saw one post mention that the reason FTP was not available was bacause too many people were using it, which to me is extremely telling.
