The error means that the debugger is unable to get a valid response from the DAP (debug interface). This can occur if the jtag connection is not stable or if the DAP is disabled during debug. Few questions..
1. Do you see this error everytime when you run ps7_init?
2. Which version of SDK are you targeting? Can you please useps7_init from latest versions?
3. Have you tried to lower the jtag frequency? You can do this with the following commands in XSDB cli
connect [-url <url of the remote hw_server>]
jtag targets <id of the target representing jtag cable> // this is typically 1
jtag frequency // this will return the current frequency
jtag frequency <lower frequency>

ya I am getting the error all the time, even I have checked my previously working project, now there also I am getting same error.
I am working on SDK 15.3
I tried lowering the JTAG frequency to 10mhz ,still the same error
can u please help me

I know this is an old thread, but here is how I fixed the issue: I reduced the JTAG clock speed. Once the clock speed was reduced from 30MHz to 3MHz, both downloading the FPGA image and running the application on the development board worked. I am using an Ultra96 board with the Avnet JTAG interface board. I also used Vivado 2017.4.
