Can data2mem be used for ARM/MIPS cpu or dsp processor?

Yes.

 

Data2MEM can even be used for systems without any processors.  However, its up to the user to hand create the .bmm file which maps the address range to individual BRAM instances.

 What data2mem does is it places the application binary file (whether this be elf, mem, or whatever) in Block RAM. The Processor only needs to have access to this data and the data is in a format that the processor can read
