is it true that in the last EDK version the Ethernet controller has become a free IP peripheral?

The 10/100 XPS (PLB v4.6) EMAC Lite is now included - as are the XPS IIC, XPS 16550 UART, and single precision FPU.

Note that EDK 9.2i still requires a MAC-address license for these cores. They still show up in the XPS IP Catalog as cores with a $ padlock icon.
But you should be able to go to the respective IP lounges and now generate a license without providing proof of an additional license purchase.

* free as in "included in the price of EDK" - like MicroBlaze. You still legally require a license for EDK.
