How do I set up SDK to create a Linux image on a Windows machine?

I'm trying to follow the getting started guide for the zc706, and make a linux image to program with SDK.

 

The early step says I need to obtain the device tree compiler tool, in  order to make UBoot. However, using MinGW to try and make the DTC doesn't work. Where do I get the DTC for a windows machine?

You can download the device tree generator and use this in SDK if you addition as a repo ( search how to add repository)

However, to create Linux image you need to use Linux. You can also explore petalinux
