JTAG chain error in SDK : 9 Whole scan chain (DR shift through all ones)

Dear All,

 

I have received below error after the typing  "connect" and "targets" command in XSDB console in 2016.3 SDK;

 

9 Whole scan chain (DR shift through all ones)

 

What does it mean ? Could you offer any solution for this problem ?

Debugger tries to scan the Jtag chain for devices. Normally, all the devices on the chain would emit their IDCODEs so debugger can identify them. In your case, TDO is in its default high state, so no devices were detected. Please check your Jtag cable connection, switch settings on the board, etc. Running 'jtag targets' command might throw additional info
