Problems when exporting hardware from Vivado with Zynq running at 1 GHz CPU FREQ or 667 DDR FREQ

We have a design using a Zynq 7045 with a -3 speed grade.  We are using Vivado 2014.4.   When we set the CPU Frequency greater than 867 MHz or the DDR Frequency above 533 MHz and try to "Export Hardware", then ".hwh" file used by either the SDK or Petalinux is incorrect.  When pushing the DDR Frequency about 533 MHz, the system says the available DDR Memory is only 512 MB when it should be 1024 MB  (it is correct when we drop the frequency back to 533 MHz and regenerate the export).  When we boost the CPU Frequency about 867 MHz, then the CPU_1X (APER_CLK) doesn't go up, but drops back down to 111 MHz.  When dropping the CPU Frequency back down to 867 MHZ, the CPU_1X (APER_CLK) sets back correctly to the 144.4444 MHz it should at that frequency.

 

Has anybody seen this behavior?  Is there a work around?
