Hi, I use SDK Release 14.7 Build SDK_P.20131013 on Windows 10 Pro, 64 bit.
It worked fine from beginning, during several month, until last windows update:
July 16, 2018—KB4345421 (OS Build 17134.167)Applies to: Windows 10, version 1803].
After the update, when I lunch the SDK from a desktop icon, a cmd windows appears on half of second, but SDK does not start.
So, to continue my work I currently uninstall this windows update. But the update goes back automatically each weak.

try delete the folder .metadata in your project sdk folder (example \MicroblazeProjectFolder.sdk\.metadata)
And start again the SDK, if it work you will need to add again your project with File -> Open projects from file system...
Hope it works for you, I've to do that procedure about every hour

After some thinking regarding your advice, I have doubt that it can help.
In my situation, the Workspace launcher (having Select a workspace browser) does not appear, only Cmd window flashes on half on second, no more. This means that usage .metadata is not reached! So the .metadata does not impact and is not a reason of the problem.

I add some more info regarding this problem
After my PC has restarted the "bad" Windows update came back again and I did some tests.
1. As auricm advised to delete the .metadata, I did it by renaming this file. It does not help
2.I opened Cmd windows and run the SDK from CMD as below (note, in state before the problem appears, I run this Cmd operation and SDK has been started). My purpose was to see any error message that will help to identify a reason of the problem. As a result SDK does not started and no any message appear.
D:\Xilinx\14.7\ISE_DS\EDK\bin\nt64>xsdk -vmargs -Dorg.eclipse.swt.internal.gtk.cairoGraphics="false"

Thank you for answer.
Regarding to your request to launch SDK without adding the the extra parameters.
I did it (see below) and SDK is started as usual.
But the "problematic" Windows Update is not installed in my PC and wil be not installed because currently my PC works off-line, without ethernet.
