I'm having an xsa file generated using Vivado 2019.2. I wish to convert it to hdf or generate a hdf file separately using other tools. I came across the petalinux tool. However, am not sure if it helps in the conversion process.
Is there a way to get the .hdf file?

You can use below command in Vivado tcl console
write_hwdef -force C:/Data/ug940/lab1/zynq_design.hdf

No, It will not convert xsa to hdf.
Please let me know in brief what is your end goal.

It is not recommended to use different versions of Vivado and SDK.
I would suggest downloading Vitis and follow the below SDK to Vitis migration guide.
