(I am using Vivado 2018.1 and SDK 2018.1 on W10 x64)
The error I get is:
First I'll start with saying I know there is a fix for this problem, but I have tried the following to no avail:
- Launch SDK from Vivado (I only ever do this anyway)
- Launch SDK from xsdk.bat
- Change Network Connections active provider to 'Direct'
- set the no_proxy env variable suggested
But these solutions do not appear to work for 2018.1

What machine are you on? Are you on a VM? or running the tools natively on the OS.
Have you other processes running in the background? How many processor on your machine.
So, lets debug two things:
Is the repo path accessible:
You can read this in Window -> Preferences
Why is it timing out:
Can you enable the Trace Information, Apply and OK, Close SDK, and re-open and look at the SDK log:

I would just close out all other processes and see if this improves things. If you have a multi processor machine, the OS will break the processes into tasks. So, lets say you have 4 processors, but each are running other tasks. Then the SDK assigns the OS a task, but there is no resourses available, then this will time out as there is a 180 second time out allocated to it.

@stephenm Hi, I tried running SDK with only Vivado open, but the same problem occurred, so I think we can rule out resource/memory reaching capacity. I think your tip about changing log information level to trace found the problem though: Apparently there is an .exe missing from my binaries:
08:59:12 DEBUG : (XSDB Server)ERROR: Could not find 64-bit executable.
ERROR: C:/Xilinx2/SDK/2018.1/bin/unwrapped/win64.o/rdi_xsct.exe does not exist
I manually checked for this for this .exe and it was indeed missing from the folder. I suspect a fresh install of Vivado is the best way to fix this, and to keep a copy of this .exe in future if it disappears (I have had trouble once before where my work's antivirus 'helpfully' removes Xilinx .exes ). I will reinstall Vivado/XSDK and report back.
