Bringing up UART0 on Zynq 7000 in Linux?

I am trying to get the UART0 working on our custom board which is based on the ZC702. We have made the changes in the dtsi files to add the UART and we are seeing /dev/ttyPSO up but UART is not working there is no data on the pins.

&uart0 {
u-boot,dm-pre-reloc;
status = "okay";
pinctrl-names = "default";
pinctrl-0 = <&pinctrl_uart0_default>;
};

pinctrl_uart0_default: uart0-default {
mux {
groups = "uart0_0_grp";
function = "uart0";
};

conf {
groups = "uart0_0_grp";
slew-rate = <0>;
io-standard = <1>;
};

conf-rx {
pins = "MIO10";
bias-high-impedance;
};

conf-tx {
pins = "MIO11";
bias-disable;
};
};

We have added above lines on the dtsi. We have also made MIO configuration in Vivado is there anything else missing?.

PFA my dtsi files
