Launching QEMU on Windows

Hello,

I have installed the Xilinx SDK (2018.2) on Windows 7. It seems to come with QEMU (see: C:\Xilinx\SDK\2018.2\bin\qemu-system-aarch64.bat, C:\Xilinx\SDK\2018.2\bin\unwrapped\win64.o\qemu-system-aarch64.exe).

qemu-system-aarch64.bat -version

returns:

QEMU emulator version 2.11.1 (v2.7.0-10402-ge31426b)
Copyright (c) 2003-2017 Fabrice Bellard and the QEMU Project developers

Does it mean I could, for example, run A53 images in QEMU on Windows?

My naive approach was like this:

@echo off
setlocal

set QEMU="c:\Xilinx\SDK\2018.2\bin\qemu-system-aarch64.bat"
set DTB_DIR="c:\Xilinx\SDK\2018.2\data\qemu"

set DTB="%DTB_DIR%\zynqMP\SINGLE_ARCH\zcu102-arm.dtb"
set ELF="%CD%\Debug\hello_world.elf"

call %QEMU% -nographic -M arm-generic-fdt ^
    -dtb %DTB% ^
    -device loader,file=%ELF%,cpu=0 ^
    -device loader,addr=0xfd1a0104,data=0x8000000e,data-len=4

However, when I run this, I get:

qemu-system-aarch64.exe: -device loader: Could not open 'file': The system cannot find the file specified.
