I have followed the instructions on the xilinx wiki regarding Petalinux Yocto Tips (https://xilinx-wiki.atlassian.net/wiki/spaces/A/pages/18842475/PetaLinux+Yocto+Tips)
I can successfully build my petalinux project when connected to the internet. I've downloaded and extracted the sstate and downloads. I've made the updates to the pre-mirror url and local sstate feeds settings to point to these.
However, when I kill my network and try my build, xfce appears to still be trying to go out to the internet.
Once I get this working, the rest of the development on my project is required to be on a non-networked computer, so I need to be able to build this without the internet access.
Attached is a screenshot of the error I am seeing. Xfce is the only package that appears to be having issues currently.

Manually download the missing package (xfce4-dev-tools-4.12.0.tar.bz2 from archive.xfce.org), copy it to pkg/components/yocto/downloads.
