I have a question and I can't find any answear. If I have petalinux build on zynq, can I reload *.hdf file without builing system image?

Are there any changes in the design (hdf)? Do you want to update the hdf changes into petalinux project?
While re-loading the hdf using petalinux-config and exiting the system-level menuconfig interface the tool may take a few minutes to complete. The tool is parsing the hardware description file to update the device tree, U-Boot configuration, and the Linux kernel configuration files based on your settings. In addition, the tool is using the settings you specified in the "Auto Config Settings --->" and "Subsystem AUTO Hardware Settings --->" menus to ensure that your system is configured as you intend.
If there are any changes to your HDF and you wanted them to be updated into the FSBL/DTB etc, i would expect to use petalinux-build.

Thanks for your help. Yes the *.hdf file has been changed.
I've another problem with petelinux sdk, i've installed it but if i want to use command petalinux-create there is 'command not found'

What is the Petalinux version you are using? Did you setup the Petalinux environment correctly?
Setup the PetaLinux working environment by running the PetaLinux setup script as follows:
1. Source the set up script. For bash:
$ source <path-to-installed-PetaLinux>/settings.sh
or for C shell:
$ source <path-to-installed-PetaLinux>/settings.csh
