Set_rate for fclk doesn't work in petalinux 2020.1

Hello,
I'm using petalinux 2020.1 and a board with a zu5ev mpsoc and i'm trying to modify the rate of the clocks from the ps to the pl. In past designs with petalinux 2019.2 i was able to do it like this:

 

 

echo <rate> > /sys/devices/platform/fclk3/set_rate

 

 


But I can't get it to work here. The rate just stays the same no matter what rate i pass.
The device-tree entry for all fclks looks like this

 

 

fclk3 {
	status = "okay";
	compatible = "xlnx,fclk";
	clocks = <0x3 0x4a>;
	phandle = <0x90>;
};

 

 

 
which is the same in older designs.
I tried different sources for the pl clocks in vivado but nothing changed.

What could I be doing wrong here?

The driver of the video timing controller also fails to set the clock rate for pl_ps clocks.

With the same configuration in Petalinux 2019.2 set_rate works, but the vtc driver also fails.
