ZCU102 Zynq US+ MPSoC Ubuntu missing Project.tcl for Vivado 2018.3

Does someone have the project.tcl for Vivado 2018.3

The .zip file in the build instructions contains a wrong one.

You can extract the design_1_wrapper.hdf  file, you will find the project.tcl file.

As far as I can tell, the project.tcl provided in the .zip here generates a bitstream WITH NO PERIPHERALS. Not very useful given all of the peripherals expected in the device tree and Ubuntu design. I don't know what @mich_gott means by "wrong" but THIS strikes me as "wrong".

The pre-built works superbly. NPF. However, I need to modify it to enable the PCIe bus and see if I can noodle a particular PCIe board.

"You can extract..." how exactly is this helpful? How does the .hdf get to to the .tcl?.
