Re: operating system (linux)

This applies to the Xilinx "SoC" devices, which have both a FPGA and a CPU on the same chip. In this case, you have custom FPGA logic (perhaps to do video or audio processing), and also custom software running on the CPU. It gives a lot of flexibility.

Why an operating system? It is not required -- you can write "bare metal" software to run on the CPU. However using an operating system like Linux, you can take advantage of existing drivers for common peripherals, such as networking, storage, USB devices, etc. And also existing software stacks for graphics, web services, and so on.

Yes, you can run Linux on all the Xilinx SoC devices: https://www.xilinx.com/products/silicon-devices/soc.html
