When I have a look at Petalogix web site. I have seen “ petalinux-mmu-v0.10.tar.gz” source. Is it free open source?

I can not understand . I wanna adapting the codes to my spartan 1800a FPGA Microblaze processor.My goal is learning linux kernel using debugging , not comericial ..
Is it possible without licensing.
