I made a design with the Ethernet PCS/PMA IP core, and a Finnistar SFP module connected to my zc706 board. I put in a IP to feed into the GMII_PCS_PMA port on the Ethernet IP block, in order to try and make a TCP connection with an external computer, and monitored my network on Wireshark.
However, when I try to make the connection, I don't see anything on Wireshark, the SFP doesn't seem to be putting out anything.
I haven't changed any of the hardware on the 706 board other than inserting the SFP module, is there something in hardware or software which needs to be done to enable the SFP components?

Did you make sure that the TX_DISABLE pin in the SFP is pulled low? This normally has a pullup, and will disable the SFP output if the FPGA doesn't pull it low. Check if you are doing this by looking to see if Jumper J17 is inserted. If it's missing, put one in.
