I never used WebPack before, just full version, but now installed the ISE 14.7 webpack for another PC and I see that I can generate 1Gbps Ethernet core, so is it provided for free by xilinx and can be integrated in any commercial applications?

14.7 is for all products before 28nm node,
Still supported, but frozen (no new releases). Runs under linux (virtual machine on Windows10) is what is supported today (until the old parts are no longer used or sold which may take ten years or more).
Vivado webpack is for all 28nm and newer devices.
Yes, both webpacks may be used for products that use Xilinx devices. All IP cores listed in the tools are available for use. Their cost, or license, are listed. Many are free. Large devices are not supported by the free webpack, contact your Xilinx distributor to buy a license for the full Vivado if you need,

I think the real answer is that GigE is free in all parts that have the Ethernet MAC hard core integrated onto the die.
I think that includes a lot of nice parts, some Spartan-6 even, that you can compile with ISE.
ISE 14.7 is a very nice development package. In many ways it is still much easier to use than Vivado.

ISE should not be used. It is abondoned since 2013.
Vivado can be used.
Yes we know there are some engineers who are still refusing to understand the power of Vivado (if used properly).
