about on-chip I2C connection for two I2C Masters

I'm working with ZCU102 board and created 2 AXI Masters next I want to connect both I2C Masters on I2C bus inside FPGA. Is it possible? If yes, how to do it?

Easily no.

 

I2C need bi directional and open collector signals,

    you dont have them inside the FPGA.

 

Something like SPI might be more appropreate,

Seems IOBUF primiteves can catch this issue but I'm not sure....

IOBUFs are for input and output. The only way you can use them for I2C "on chip" is to physically connect the relevant pins on the PCB.

 

You should be able to just AND all your I2C SDA pins together (and same for SCL), which will give much the same effect as an open drain system.
