I assume you are using Vivado. 

UG973 says that Vivado supports both the Zynq-7000 and the Platform Cable USB II.  Please read requirements in UG973 about supported operating systems and USB port types needed for the Platform Cable USB II.

Drivers for the Platform Cable USB II are usually installed on your computer when you install Vivado.

Other details of the Platform Cable USB II are shown in DS593 where it mentions the DLC9G.  Please see Note #5 of Fig 16 in DS593 about a possible need to modify the connection to pin 13 of the DLC9G.

We still use a DLC9 and Vivado v2019.2 to program Kintex-7 FPGAs.

Hopefully I'm not being too pedantic, but the Platform USB-II is the newer DLC10 (red) USB programmer.

 

The DLC9/DLC9LP/DLC9G are the older variations on the original Platform USB (black):

That datasheet was last updated in 2014 and the latest family referenced was 65nm Virtex-5.

That said, it looks like it has been unofficially tested with MPSoC so I assume it should work fine for 28nm Zynq-7000 as well.
