So frustrating that I only need to use this DLC9LP for maybe 10 minuntes but
I've spent over 12 hours trying to get iMPACT to detect my device...
I can't seem to connect to my DLC9LP with iMPACT on either Linux or Windows OS's...
Typically resulting in either:
"iMPACT - Module windrvr6 is not loaded." or
“WARNING:iMPACT - The cable selected is not avaliable, please select a different one.”
I can't see why a USB bootable Linux OS including drivers, couldn't be provided....

I dont even know how to proceed anymore, I've tried every avenue...

Have you followed the steps in Chapter 1, https://www.xilinx.com/support/documentation/user_guides/ug344.pdf to install the cable driver? The error you pasted here indicates the driver is not installed.
Make sure you unplug the cable while installing. Once finished, you re-plug the cable, and a installation success window would pop up 2~3 times and only after that the cable can start to work.

Yep, did all that....
Currently on my Win10 machine, tried ISE_DS and ISE_VM both unsuccessful even after installing drivers.
I've tried every solution I could find on your forums,
When I connect it to my laptop it makes the audio sound for connecting to a usb device, but I can't seem to be able to find it in device manager.
But on my Linux only system, using "lsusb" command I am able to find it, however Linux Mint is unsupported.
Is there a supported open source distro of Linux?

Yep tried all that...

I guess there is no open source for Linux.
For Windows 10 OS, can you try Vivado? ISE is not supported on it and ISE_VM is only a very limited version for Spartan-6 only (though with this version, my USB cable does work..)
I suppose you tried the various re-installing cable drivers methods right? Test with the check_windrvr6.exe/install_drivers.exe in //cable_drivers/nt64/?
You cannot see it in device manager, with cable attached, if you scan changes in device manager, can it show a big yellow question mark in some of the item? If so, you can select 'update or re-install' drivers from Xilinx installation file path, this can work sometimes.

I think it's pretty obviouse what the problem is now....
I got stuck with a clone from eBay even though they were advertising a genuine product.
They still are trying to stick with their claims but I have enough evidence that suggests otherwise.
On the other hand I was able to install ISE including drivers using a method I found on youtube,
Can confirm (from what I can see without a wokring platform cable) working on current versions of Ubunutu and Linux Mint.
The instructions could have been simplified or even put into a script but it seems to do the trick

The supplier replaced it with another "clone"...
Actually is being detected now, but having issues with obtaining a VREF
