FPGA xczu11eg does not boot

I have a problem with the FPGA configuration. I am trying to boot it using the JTAG but without succeeding. The power sequence is correct. Anyone can help me detect the error ?image.png

power Status OFF, cannot program PL. Check that POR_B signal is LOW or BOOT mode is JTAG.

Please make sure you are keeping the device in JTAG boot mode i.e 0000.
