Purpose and use of bspi_read command in UltraScale configuration

Both 7-series and UltraScale/UltraScale+ have a BSPI_READ command (10010) that may be written to the CMD register (00100). It's listed in UG570 Table 9-22, but none of the documentation describes how this command is used, or why it's present and distinct from existing warm-boot functionality (the IPROG command and WBSTAR register.)

How does the BSPI_READ command differ from the conventional WBSTAR/IPROG flow that's described in UG570 (p. 201, "IPROG Reconfiguration")?
