look at page 10,
your device has no speed grade , and the numbering looks to me a bit more smudged than I would expect off a new part.
get back to who sold you the part , assuming it was an apporved distributer, they would know.

It's a direct quote from the XC9500XL datasheet (DS054, page 3) so I would assume that @nathan-31 is a spam-bot trying to get a few posts that don't look like spam before it starts posting spam links. Reported.
With regards to the question: it does seem likely that it's a fake chip. The package marking is nothing like what Xilinx describes in DS056 (datasheet for the XC95144XL).
