Implementation time is reduced in 2018.3 vs 2018.2

It seems to be around 35% faster when unconstrained (eg. default implementation)
It seems to be around 21% faster when constrained than is was.

Note: Measure on one project… your mileage may vary

Additionally, the default setup and hold times appear slightly longer, but the constrained can match the old values. This ‘may’ cause some projects not to meet timing until if they were close before, and not constrained.

I am curious if others are seeing similar results.

it was noted that 2017 had big problems with speed and what xilinx call small designs ( I'd say most designs are small )
2018.3 is better, but still much slower than older versions.
