Initial Estimated Congestion and Congestion Report in runme.log Files

Good evening,

I have some questions regarding initial estimated congestion and congestion report sections that are reported in the runme.log file. There seems to be inconsistency in terms of whether initial estimated congestion gets reported at all. With that being said, under what conditions should the user expect to see that section reported in the runme.log file (Vivado Version used is 2018.1)? Furthermore, if no congestion report section is present in the runme.log file, does that indicate that the congestion level is 0x0?

If the congestion is not reported then it doesn't mean that you have 0 congestion window. By default, the tool will report congestion of level 5 and above. Congestion below level 5 may not impact timing or routing. Check this link for details on congestion:
