commonly,the reset input has a large fanout.
1>does it need to add a BUFG after reset ibufgctrl ipad?
2>does it need to add a BUFG if reset input is added a debounce circuit?

Very likely the "rst_debounce" signal will be the one with the high fanout, so that's where you'd fix it. However do as Syed suggests, and let the tool do it for you => Don't insert it yourself.
